My case is about bribery in the telecommunication industry where I worked.

There are 3 major telecom companies in Japan, and they all use distributors to sell their telecom services. If a company can cooperate with a powerful distributor, the sales of the telecom company go up dramatically. Therefore, all the telecom companies are willing to pay quite high commission for powerful distributors.
In this circumstance, powerful distributors often give bribe to the key persons of customer companies to get contract, which is the most effective way.
Sometimes, major telecom companies notice the fact that their distributors use bribery to get contract, but because of fierce competition between telecom companies, they rarely stop using those kinds of distributors that use illegal way of sales.

The feeling of major telecom companies should be “If we don’t use the powerful distributors, we are going to lose the competition. Even though we find some illegal activity, we cannot stop using the distributors. All the competitors are doing that.”
